Let's see... if you say there are other Ruins in permit locked area, but you are aware of them, I can think of ONLY ONE REASON for you to know about them...

Ok, but what I'd like to know is: have you visited this place? And if yes how if it's permit locked? You know there are thousands of system that are permit locked, even the system whom the UP is transmitting to, however we could not visit it yet. How about you?

He could have visited it before it was locked, but it seems unlikely.
Ok, either I'm loosing my mind or I don't know what I'm doing. Same thing as here. This time HIP 14479 since I had the greatest UA droprate there. Same thing done. Someone help? (I hear some chirping audio in addition to "normal" UA sounds)

We all know the permit locked areas are for future content. That location isn't for one of the bases. As far as can be ascertained from Lore and not the clues and decrypts you are all searching, then the Rift is one location and north of Alioth is another. Horsehead Dark Region is for a different storyline to do with Raxxla.

Have the ruins been (slightly) reorganised? I was wondering why I couldn't make sense of my location, only to realise the map I was looking at (the 'famous' high-res one with the shadow of an Anaconda on the bottom right) is different to the current layout. The position and alignment of some of the obelisk groups is different.
So your droping a UP at an UA thats never been picked up right?
Yes they have and i think they have been increased in size also.
