I too am growing tired of the mission board; high pop system, boom state, allied with the controlling faction and super power and getting nothing but crap or nothing at all. Last week it took me over an hour gaming the mission boards to scrape together missions totalling 2 million credits in rewards. I have now moved home system, yet again, and as soon as I hit cordial with the local controlling faction they begin drying up. I was even tasked by the Federation to deliver cargo that would help boost an Empire aligned faction in a neighbouring system.
How much bandwidth and server resources are being wasted to show players missions they neither want as the payouts are peanuts compared to the players current standing and Pilot Federation rank. Or useless missions the player already knows they cannot do, because they selected a ship with a build suitable for a particular mission type, yet the missions system thinks a fighter with no cargo bays should be offered mining and delivery missions. If I wanted to mine or haul I would fit my ship appropriately before hitting the mission board.
Assume players are smart enough to fit their ships for the mission type they are presently interested in. Offer missions appropriate to ranks, local standing, the ship being flown and offering commensurate rewards. Also assume that there are still people who want to support a particular faction or superpower, even if the game has no rewards or incentive for doing so and ensure that each faction on the station is offering the appropriate types of missions to the player. Then, and only then, add the odd flavour mission that would require the player change their ship or load out.
The whole point of a missions system in a sandbox is to give players
quick access to structured bite sized pieces of content with some sort of reward for completion. Relying on players gaming the mission boards in order to find the missions they want is not acceptable, it smacks of poor design; not only is it wasting server resources, it is also a waste of the players free time.

Talked to support about this. It is a bug. 2.2.03 was meant to ensure that systems should always spawn missions for all factions (unless lockdown or something else affecting it).
Looks like whatever they tried to change didn't work or didn't get put in.
So, ticket it, and wait for a fix. Ideally supply your logs as well with the ticket.
These problems with the mission board were around long before 2.2.03
