If I knew nothing about physics and dropped a ball ten times, noting that it fell to the ground, then it would be reasonable to assume that the eleventh time it would also fall to the ground when I released it. Certainly it's not logically provable, but the hypothesis is reasonable.
Given that CIG has reacted the way it has to Frontier in the past, it is also reasonable to suggest that they would react again to this one. Sure, correlation does not imply causation, but it would be a curious thing when one predicts the effect when seeing the cause before the effect happens. Not logically provable, sure, but no one's trying to prove any kind of logic: they're making predictions.
Also, I advise calling your assertion "correlation does not imply causation" because it means essentially the same thing and you don't then also sound insufferable.

That sort of thing depends on the definition of "winning" a race, as well as defining the parameters of the "race" to begin with. SC certainly has things in the PU/PTU that some space games aren't offering...
