I just did a comparison with the exploration sub-forum, and i think we can all agree, Exploration is a much bigger part of ED than PvP and certainly has had much more of an impact on the game. Its certainly contributed to a lot of Asp in front of things posts on reddit at least
So, first page of the explorers sub-forum in terms of dev comments (and bear in mind, this is going back a lot longer than the PvP sub-forum has exited.
1) Michael Brookes thanking someone for the gifts in the fuel rats thread... not sure what that is about. Maybe that's how you get a dev response, bribe them
2) Brett making a comment about stickies.
3) Ed Lewis saying he would take part in Distant Worlds 2 (hmm.... the devs do play the game shock!)
4) And from April, Brett taking note of how someone had used EDSM to draw a coriolis station on the galaxy map.
Now, considering this, does it mean that exploration posts are getting more attention from the devs than the PvPers? Doesn't really seem like it to me. Does it mean that exploration threads were shunted off to be ignored there? Nope.
Amazingly enough, the exploration sub forum was provided based on requests from explorers, just like the PvP sub forum was provided based on requests from PvPers.
If you want to complain about it. Don't complain to FD, complain to the PvPers who requested their own sub forum
