Put C&P back to the player and not the ship - it's not like you go out get caught speeding in 1 car get points/fine - go home, swap the car out and hey presto, clean license now is it?

won't this mean that a Commander, in a hot ship and who doesn't already have a fuel scoop equipped, will now be MORE likely to become stuck with no way of leaving their current system?
Shame that the ship is still guilty and not the pilot. It's like shoot your husband, then hand the gun in to the police (get the reward) and the gun gets nicked.

Personally, I think it should be both.
I think that cops should respond to "sightings" of a criminal ship in a system and then, if you get scanned, the crimes of that ship are applied to the player as well.
Equally, a criminal player should be able to fly a clean ship without attracting much attention but then, if they get scanned, that ship becomes "hot" too.
That way, players could lead a "double-life" as a part-time criminal but there'd always be the risk of getting "caught in the act", at which point the poop would really hit the fan in a big way.

Fully agree.
I love the C&P system and all its changes but it should absolutely have no impact on anarchy systems...that's the whole point of them.
Dear FDev, thanks for listening to the whining. This update is a joke. I echo the others about the complaint of wanted ships and outfitting. As well as your nonsense in relation to PP bounties. Instead of hot fixing them so they can be paid off instead of making your ship appear hot, let’s just fix it right! These are there for other PP players to collect, they shouldn’t have an impact on anything else and I shouldn’t be able to pay them off. My UM tactics should have some consequences and I should carry them forever until someone claims them or that ship is sold off.
I’m guessing you won’t care about this whining tho cuz I’m a criminal and not white knighting.
Why shouldn't criminals be able to outfit in anarchy systems at least? Bounties are local. I accept being locked out of the stations in a jurisdiction where I commit crimes, but losing all outfitting everywhere makes no sense without resorting to the logic of people who just want the system to screw over people they dislike.
