IMHO board flipping just comes down to greed, no other explanation. A player might like doing only type X missions, they log on and see a handful of X missions, but they remember last week they were paying Cr2m but now are only playing Cr1m. So they start to board flip, hoping to find those high paying missions that may not even exist because last week's missions were a glitch by FD or the BGS changed for their station. Or the player that will only leave the station if they have a full passenger or cargo load, and will sit there madly flipping the modes until they get that perfect little mission to fill the last empty hole in their ship.
There are times I am in a quandary on which mission to take, I am presented with a rich choice, other times there might not be one mission that catches my eye. When the latter happens I go and do something else, a bit of exploring, run some trade, kill some NPCs. Just seems to me that some here expect (or in a few cases, demanding) perfect missions for them every time, without fail. It isn't going to happen, it doesn't now with board flipping and it won't happen after the change goes through.
What might happen though is when the missions are on their own server there could be an increase in stability, it could be quicker to open, and since FD will have better control over mission board generation, better (not necessarily higher paying - please note that) missions become available. After all we could get lucky and start getting missions for exploration activities - something that is sorely missing.
