Your completely wrong, their plan was to raise 23 millions and the rest they would get trough publisher/investors.
But since the community showed so much support they went trough the fully crowdfunding route instead of needing the investors. ->

Also I bet that if you ask David Braben about the funding he need to make Elite: Dangerous 5 years ago it would be quite different from today.
Thats why they made the (in my view) bad choice of asking for 300$ to beta a game.
