An Overlord is just one of my underlings as Supreme Being. There are a great many Overlords. In charge or taking care of minor issues such as toast landing butter side down or things being in the last place you look. That kind of thing. These Overlords report to other junior officials such as minor prophets and other assorted dieties. I believe Zarek is the overlord responsible for traffic management, but has zealously expanded his own mandate to include ED. Instead of concentrating on his primary objective as the God of Traffic Wardens.

You cannot know what "the most intelligent thing to do" is unless either 1) you are maximally intelligent yourself or 2) a maximally intelligent being tells you what the most intelligent thing to do is. It's not a stretch to assert that you are most likely not a maximally intelligent being. Thus, you can only know the most intelligent thing to do by learning it from a maximally intelligent being. And I am telling you: making a sentient AI will be fine, so don't worry about it.

You misunderstand. That audio message was roleplay leading to a large open-mode player event (announced on page 6). It's actually better for the audio *not* to be particularly convincing, otherwise it could lead to bans for "impersonating" Frontier.
