Fair points made on removing engineering from modules if all it means is people using unmodded ships and doing just as much damage.
To give a bit more meaning to security levels though, would it be more acceptable if the following was added to the original idea:
ATR still come after you as originally described, but don't follow you to low security/anarchy systems.
High and medium systems have tariffs applied to profits in the commodity markets and missions where the work is done in a high/med system sees a corresponding penalty to payout. Anarchy systems would get a suitable bonus to commodities and missions encourage people to go there.
