Sure you're speaking of ESO here:
It might feel like that, but in a multiplayer environment this can't actually work. (Else you'd have a wolf spawned for a level 1 character, till a max level character runs by and there's also max level wolves around. ) The game does it the other way around: as long as you are below CP160, your character is treated as CP160.
It's more complicated than what i now describe, but for almost all things, it's good enough to get the idea: imagine that the game secretly gives you a hidden buff, one stack for each level you are below CP160. Each time you level up, you loose one stack, but get more attributes to distribute instead. So till you reach that level, your power stays about the same.
In effect this really means that all but the hardest content is available even to a beginner character. Only some hard group content disables the scaling, so you better bring a leveled character there.
This is too short. It makes people believe that combat is tab-targeted, then go 1-2-3 for abilities. In ESO you actually have to aim with the mouse. Your crosshair gets off target, your attack misses. Left mouse button is for attacks. A quick tap is a quick attack, holding it for longer results in a charged up attack. (Fast attacks are usually better damage but fully charged attacks return ressources for your abilities. So it depends on the situation, which is better and which one you can afford to use, before the next hostile ability impacts on your location. ) Right mouse button is to block attacks and pressing both buttons executes a bash/interrupt. Also, you have quick dodges, which is not traditional for old style MMOs.
Along comes a bar with abilities to activate. Quite often, the most effective way of playing is to weave abilities and attacks.
So, it's about on par for the last generation of action MMOs. If you refered to those with "very MMO like" then you are right. But as most people think of WoW when the term MMO is used, i wanted to clarify that it's very different from that old style of playing.
