Both multi-player game modes are PvP-enabled.
PvE Private Groups can only function as such if all members of the Private Group abide by the rules of the Private Group that they agreed to on joining - not all do, as has been demonstrated several times already - with anecdotal evidence to suggest that FleetComm may possibly be "compromised" in a similar manner.
What I dont understand is why players wish to play in open but only talk to each other. Wouldn't it just be easier if they honestly dont all fit in the PGs to go solo and talk via discord?
As to rebuys as they are I feel they are already too generous why make death pain free just cause a few players chose not think about the consequences of their choices.
I think maybe you're looking at this the wrong way;
You can play solo and have no interaction with anyone else except NPCs
You can play in Private Groups and interact with fellow like-minded player, be that PvE/PvP
You can play in Open and accept that anything goes.
PvP need their mode too, the game is not just for PvE, never was, and I doubt, ever will be. So three different choices that accommodate everyone. You really cannot argue with that. PvP players, be they normal or anti-social delinquents, are also 'Paying Customers'.
And there really is nothing in 'Open' that is not in the other modes, except PvP.
Of course now that a lot of peeps are moving to solo/PG, the PvP side are faced with no-one to kill which spawns all the Power-Play Open Only threads in some vain hope to 'force'/'cajole' the players back into open. Which will never happen.
Tbh, you haven't actually understood the point I'm making. It's all very well looking at how the game could be played or how the design was intended to be used. My point was let's look at what's actually happening. The simple reality is people are being forced into solo play because of ganking. The question is - is this what FDev want? If so, then fine. If not, then address open so people can play and interact without being attacked by gankers.
Also, what you are in effect saying is that open is effectively PvP mode. I'm not really convinced that's how FDev would see it. PvP is certainly an aspect - but attacking noobs and defenceless traders just with the intention if making someone's game experience unenjoyable - do you really think FDev should prioritise those players over those who want to play open for the interaction and meeting new players? Maybe they do...but I don't see it.

Not really, probably 97.2% has paper build, first shot can bring serious malfunction or break FSD.
Players know the trade-off with stretching the jump-range of a ship. Players make that choice of vulnerability to get max jump range. Only one person to blame if they die because of it.
Hint: it's not another player.
In open mode yes, I agree, in PG mode with group rules saying PvE, then no. Player can expect to play within the group rules and built ships that do not require PvP insulation.
So don't use a paper build? If you do, accept the possible consequences.
That's not an Elite issue. That's an online mentality issue. It happens in almost every multiplayer game. You can have a closed, invite only server, and sooner or later a bad egg will come along and ruin other peoples enjoyment. Its the risk you take.
I used to play hardcore Diablo 2, within a private invite only group. We had players constantly joining solely to PK. I chose not to play with anyone I didn't know or trust, despite them being vetted by someone else. If, by chance, I did play with someone who I didn't know, I would play cautiously. I had people attempt to PK me, and they all failed because I watched my back. That's all explorers need to do.
