First of all, yes, I do think the "footprints" (foundations) of the flat rides are too big, at least on most of them and that their are some inconsistencies. The carousel and Rocktopus are fine. But the Gears for Fears is far too big, while others might need adjustment.
However, some (swinging) rides already have a smaller footprint than their full range of motion. In RCT, the footprint was as big as the full size of the ride so the Frisbee for example would swing side-to-side. The footprint was big enough so the arm would not extend beyond that. Now in PC, the Wild Blue and 360 Power have smaller footprints so that the arms could swing over paths, scenery and other rides.
Sure, you can place scenery and buildings on paths, but guests will still walk through them. Is that a good thing?
So if the collision is permanently gone, how would you like it if you didn't know if the ride would intersect with the trees you just placed, or even worse, if it would fly right through a cliff? Maybe it's funny for a while, but I think the forums will be flooded with more criticism about the rides being broken. Simply put, without collision it will be a lot more difficult placing rides correctly. The same applies to coaster tracks.
Now, #GiveUsTheOption is not really an option. If you look at the path menu, there is already a huge list of checkboxes to enable/disable curbs, fences, supports, etc. If every "option" people want is in the game, the UI will become incomprehensible, as you'll be constantly looking for the option you want to change.
The best middle ground here IMHO is to adjust the footprints of all flat rides to be as small as possible (just enough space to allow guests to get onto the ride and to place the entrance and exit, perhaps following the contours of the ride instead of a full rectangle or oval) and making the hitbox of the swinging rides as precise as possible (if they already aren't). This way, there will be more space to place the rides and decorate them, while still preventing the arms from flying through buildings, scenery or terrain. In regards to the paths, I believe that at least buildings (so walls primarily) should block paths like the trash cans do so guests won't walk through them.
FYI, collision is very normal in games and used pretty much all the time. It prevents physical objects from passing through each other, and that's exactly why you can't place scenery too close to certain parts of the swinging rides.
