It's a new mission type, you need to to the super ally unlock mission to do these. Massive payments for completing them when you hit the right level.

Dear Frontier, is it safe to accept a mission of transporting a bunch of tourists from Leonard Nimoy Station to Leonard Nimoy Station?
I mean, A to B type transport missions are boring, so I'd gladly transport them from A to A for a change.
It's also totally immersive, Nimoy is a pretty big station after all:
