Couldn't place a blueprint from the blueprint menu

Someone on the Steam Workshop couldn't place a blueprint, this is what he said: I have enough money to built it, but I can't even select it in the Blueprints menu, it's just grey and there is a tiny lock symbol in the thumbnail, I have no idea why...

Does anyone know how this could be?

Have you verified others can use it? If I remember it correctly, blueprints that are saved with paths can have issues when others try to load it. Sorry if I am being obvious here, I am just trying to tick off the list of possible issues :)

I have the same issue with 2 out of 4 blueprints. One is a big glass building for Lemurs and the other is a big entrance decorative thing. I can place them both in Sandbox but they're locked in Franchise.
