You mean the Tractor Beam Laser WeaponI accidentally put a cannon with force shells on one of my ships and every time I took out their thrusters I wondered why they kept speeding away from me at breakneck speeds, speeds I didn't think the NPC could possibly achieve. The first time I figured they must have boosted just before I got the crippling shot in but it happened several times in a row so I got suspicious. Turns out force shells will add additional velocity but since the thrusters are out they won't shed that velocity until they reboot. I couldn't keep up with anything in my 500m/s Cutter so it can get them going pretty fast. I mean, if you could get in their way and hit them opposite to their direction of travel then it would work but good luck managing that; even just one or 2 hits with force shells after they lose thrusters gets them going quite fast.
Edit: sorry OP, not trying to de-rail this thing; 'tis a good thread. Just reinforcing that something to slow a ship after losing thrusters is a good idea!
No problem, the other issue with using weapons, or, "ramming/nudging" aside from it being awfully bad at achieving what your after, is that - you can end up destroying the mark, and I am 99.999999999999999999% of the time trying to avoid the other ship going boom.
It's the same problem when people to say to "Take out the power plant" well, I mean, sure, technically it works, but when you do that, you massively risk a critical failure and explosion. It also tends to take a lot longer to do, and speed is pretty important.

I'd sell my car to fund the kickstarter for VR for console.VR. Instead of moving your chair, you just move your head.
Mind you, if Frontier ever get into the business of supplying VR headsets, they're going to want an awful lot of ARX for one.
Hands up I've not done much if any piracy... But... I fly 100% Flight Assist off, well actually I occasionally use FAon as "space brakes" as its so much quicker at decelerating, But, my point was going to be that since your crippled thruster equipped marque cannot change their veolcity or attitude and thus their vector, have you tried learning even a bit of FAoff to maintain a position relative to them regardless of where they are going and how fast they are heading towards it?
Essentially, when an NPC is trying to run on me rather than stay to be killed, they will behave similarly to a ship if you cripple a that ships thrusters. So when they are doing 400m/s in any direction such as heading at at 045°/ 045° relative to the systems "north" and orbital plane, if you can get to within the magical couple of hundred metres for your limpets to work, and match their speed, with FAoff, you should maintain that heading and speed (vector) and be able to hold yourself in limpet position for piracy with the same minimal effort I use to try and squeeze in those last few shots to get the kill before they manage to jump out. I mean they are doing the same thing, straight as an arrow flight, albeit in your case maybe not going the way they are facing, but its still something you should be able to compensate for using FAoff?
Finding HGEs now, provided someone's at least a little bit movable, has become so easy by now that I don't hesitate to trade lower tier material for it from a material trader. Not that HGE material would be a non-renewable commodity, it's literally lying on the streets. Just use the FSS and see yourself.
