I love you for that pack idea! :D I always thought how funny it would be if Frontier introduced penguins in the african pack, just to mess with all those "but why no penguins in the arctic pack?!?!?!" people. :D I know I'm evil.
I know right haha. I couldn't think of a better pack to include a penguin tbh, especially since I don't think we'll get an Antarctic pack. I doubt any form of marine life will be supported in the game, unfortunately, but the the penguin (any species) is probably the most wished animal, right? So it'd be surprising not to see any included at some point.
 
Right, so, the whole point of me excluding marine animals was because there's no sense in assuming that Frontier will go down that road. The only thing we know for sure at this point is that we will continue to get terrestrial animals like those in the Arctic and South America packs. This exercise is mostly to determine what people would be happy with in that context. If they do wind up making some kind of aquarium DLC similar to what you've outlined, then great, but with the information we have at hand I don't think it's worth outlining that kind of content here.

Good effort, though, it's nice to see you've put more thought into it than just throwing down a random list of fish and what not like we often see.

Oops, my apologies! You specifically said "big marine mammals" in the OP, so I assumed you were just referring to the contentious issue of dolphins and orcas in captivity.

Better late than never... This is my wishlist... so many cool animals were left on the way.... I choose two exhibit animals because I think to give us just one exhibit animal per DLC is just laziness...

that's wild, I never knew about the name "wapiti!" I'm Canadian, and we always call these "elk":

I would go for more animals per pack in the pure animal packs as very time and resource consuming construction pieces, plant and rock assets, scenarios and mapwork are not included. Expecting one more animal in the themed DLC's we are getting these days is less likely than getting 10 per pure animal pack.
 
While I'd ultimately move more in the direction of interspersing the smaller themed content packs with all animal packs in the same manner as Planet Coaster's later all-ride packs, working under the guidelines of the original post and the assumption that we'd cycle through the non-Antarctic continents before branching out into other subjects (not a for-sure thing at this point, but also no evidence against it as of yet), I'd probably go for something like the following. This list attempts to strike a balance between my own personal feelings and choices that attempt to meet certain perceived conceptions of others' reactions. I've also only added vegetation or decoration notes where I had a direct idea come to mind; I'll confess ignorance to what isn't already addressed for European foliage, as an example, so my Europe DLC has no notes on that.

2020 (Post-South America Pack)
Australia

  • Habitat Animal - Emu (Dromaius novaehollandiae)
  • Habitat Animal - Koala (Phascolarctos cinereus)
  • Habitat Animal - Red Kangaroo (Macropus rufus)
  • Habitat Animal - Southern Hairy-Nosed Wombat (Lasiorhinus latifrons)
  • Exhibit Animal - Frilled Lizard (Chlamydosaurus kingii)
Vegetation and Decoration: Appropriate foliage that could be added with the DLC include the blue gum (Eucalyptus globulus species complex), crimson bottlebrush (Callistemon citrinus) red mallee (Eucalyptus socialis), river red gum (Eucalyptus camaldulensis), river she-oak (Casuarina cunninghamiana), white cypress-pine (Callitris columellaris), and white mallee (Eucalyptus dumosa).

Notes: For a summer continent pack, I feel like the obvious go-tos of the remaining ones would be either Australia or Africa, and the people have spoken pretty loudly about their desire for Australian fauna. The emu, koala, and red kangaroo are please-most 'no brainers' for the list, while the southern hairy-nosed wombat and frilled lizard are a bit more personal bias.

North America
  • Habitat Animal - American Alligator (Alligator mississippiensis)
  • Habitat Animal - Mountain Lion (Puma concolor)
  • Habitat Animal - North American Beaver (Castor canadensis)
  • Habitat Animal - White-Tailed Deer (Odocoileus virginianus)
  • Exhibit Animal - Texas Coral Snake (Micrurus tener)
Vegetation and Decoration: As I've noted before, the southeastern United States are currently a big blank spot on the map for in-game foliage. With Spanish moss recently added via the South America DLC, it's only natural to desire nestling it within the boughs of a bald cypress (Taxodium distichum). Other big marks I'd want to see hit would include dwarf palmetto (Sabal minor), cabbage palm/sabal palm (Sabal palmetto), pecan (Carya illinoinsis), shortleaf pine (Pinus echinata), southern magnolia (Magnolia grandiflora) and southern live oak (Quercus virginiana).

Notes: I'm sure there's a few side-eyes at having the whitetail present over certain larger North American cervids, but I have my reasons. Zoological parks don't limit themselves to endangered or esoteric fauna, and white-tailed deer are not an uncommon sight in American zoos. The American alligator and mountain lion are similarly animals I'm accustomed to encountering in zoos, and charismatic predators to boot. The Texas coral snake is a colorful serpent and one of the few North American elapids, which put it above vipers like the cottonmouth and copperhead for an American exhibit animal that wasn't aquatic. As for the beaver, I hemmed and hawwed a bit on whether the North American or Eurasian species would be my choice to put on this list, but ultimately sided with the Canadian icon.

Notes: While Europe may be a better thematic fit for a winter release, something told me it might be less well-received back to back with North America, so I scooted Asia up a bit. All fives animals I chose are fairly well-spread across Asian, European, and North American zoos alike. The Asian small-clawed otter in particular, however, has some extra thoughts from me. Namely, the answer to the question "but aren't they divers?". Sure they are, but so are jaguars, polar bears, and saltwater crocodiles. Otters are a fair bit more terrestrial than something like a California sea lion. While diving would be an obvious plus for the game in the future, I don't consider its current absence a reason to exclude otters in particular at the moment.

Europe
  • Habitat Animal - Moose (Alces alces)
  • Habitat Animal - Red Deer (Cervus elephas)
  • Habitat Animal - Red Fox (Vulpes vulpes)

Notes: While relatively rare in American zoos from what I could tell, the red deer and wild boar are on this list as part of the same thought process for Europe (and to some extent Asia) that put the white-tailed deer on the North America list. Meanwhile, the red fox and moose are both popular animals and representatives for multiple continents.

  • Habitat Animal - Black Rhinoceros (Diceros bicornis)

Notes: I'm justifying the African penguin's presence in the same manner as the Asian small-clawed otter. Conversely, the meerkat isn't on this list in spite of its ubiquity in African sections of zoos because I'm genuinely not sure how Frontier would handle small diameter burrows with the current gameplay. That's not to say I don't want meerkats, mind you, it just means they'd need more unique mechanics and fell outside of the parameters of this thought exercise as far as I'm concerned.

Notes: I feel like once you get past the continents, you have three major ways of theming DLC collections: smaller ecoregions within continents, habitats, and similar groupings of animals. I went with a few each of both habitats and groupings. These types of DLC would also be where I would personally move from building sets and four habitat animals to packs of eight or so habitat animals without any building sets, but as that's again outside of the parameters of this thought exercise, I'm restraining myself.

In a perhaps not ideal but at least bright future, we'd have an official modder's toolkit a la Planet Coaster to fill in some holes, but only time will tell.

You did nothing wrong, you were following the rules of the thread just fine :)
I just wanted to point out something in general for the thread as a whole and thought your animal packs would be a good example to quote.
 
I pretended that we haven't received the Arctic and South America packs yet, so these are what I would have done if I got to decide the content of the DLCs myself :)

1. Australia pack
This pack adds Australian animals to the game. It includes 4 habitats, 1 exhibit, outback themed objects and Australian foliage.
The red kangaroo is this pack's flagship animal. For maximum variety I chose the popular devils and koalas. No wombats because they are relatively similar to koalas, with koalas being the more popular choice. The flamboyant cassowary is here instead of the emu, due to the later addition of the South American rhea that is really similar to the emu.

2. South American rainforest pack
This pack adds South American animals to the game. It is the first of two packs that focus on this region. It includes 4 habitats, 1 exhibit, rainforest themed objects and South American rainforest foliage.
The jaguar is the flagship animal. It is accompanied by the giant anteater, the three toed sloth, and the capybara, which makes for a very varied animal roster that includes very popular additions. The capuchin will be in a later pack, and the llama is left out. The striking emerald tree boa replaces the frog we got.

3. Arctic pack
This pack adds Arctic animals to the game. Includes 4 habitats, 1 exhibit, snow and ice themed objects and arctic and tundra foliage.
The polar bear is the flagship species, accompanied by the caribou, arctic fox instead of the arctic wolf we got, and the musk ox instead of the dall sheep (though I love the dall sheep, it did kind of come out of left field and I feel the musk ox is a much stronger representative of the arctic). The moor frog, while not actually arctic, is one of very few amphibians that lives just below the arctic circle. To complete the pack I figured I'd add them, plus they're kind of pretty and their exhibit would look different from the ones we already have in the game.

4. Europe pack
This pack adds European animals to the game. Includes 4 habitats, 1 exhibit, bavarian themed objects and European foliage.
This pack's flagship animal is the red deer, accompanied by the iconic red fox, the alpine ibex, and the rare Iberian lynx. The peloponnese slow worm makes for a unique exhibit animal.

This pack adds more North American animals that were left out from the roster. Includes 4 habitats, 1 exhibit, wild west themed objects and North American foliage.
The cougar is the obvious flagship animal for this pack. It is accompanied by the popular moose. Though the arctic wolf was not a popular addition in our arctic pack, I did include the red wolf in this North America pack. Unlike the arctic wolf, the red wolf (canis rufus) is actually distinct from the grey 'timber' wolf (canis lupus) we already have in the game, and the red wolf is critically endangered. I added the white tailed deer for another herbivore, though I suppose it could also have been a beaver. The scary alligator snapping turtle is this pack's exhibit animal.

6. Asia pack
This pack adds more Asian animals that were left out from the base roster. Includes 4 habitats, 1 exhibit, buddhist themed objects and Asian foliage.
The saiga antelope is this pack's flagship animal with its unique appearance and critically endangered status. The clouded leopard and dhole make for the predator species in this pack, and the impressive markhor is the final habitat species. The clouded leopard is much requested, and I think the dhole will be appreciated by many people for being a cute fox-like, dog-like addition that is endangered. The indochinese spitting cobra is the exhibit animal.

7. South American plains pack
This pack adds more South American animals. (not sure about the title, but I didn't like 'South America 1' and 'South America 2') Includes 4 habitats, 1 exhibit, temple themed objects and South American foliage.
The maned wolf is this pack's flagship animal. I chose the guanaco instead of the llama, because the llama is the domesticated version of the wild guanaco. The popular giant armadillo is also in this pack, and the rhea is a typical species to represent South America. I feel these four species, along with the first Soutch American pack up above, sufficiently represent South American wildlife within the constraints of the game (no flying birds, no aquatic animals). The exhibit animal is the strange mata mata turtle.

8. Africa pack
This pack adds some additional African animals that were left out from the base roster. Includes 4 habitats, 1 exhibit, Egyptian themed objects and African foliage.
The meerkat finally makes an appearance in the game with this pack, along with the popular black rhino. The crested porcupine is also here, and the African leopard. The African roster simply isn't complete without the African leopard, even though there is another leopard up ahead. The exhibit animal is the infamous black mamba.

9. Antelope pack
An animal pack without building objects. 6 animals are included instead of 4, because there is no theming, no building objects, no foliage, and no exhibit animal.
This pack will please people who would like more antelope options. It includes several critically endangered species, like the hirola, addax, and scimitar horned oryx. It also adds the strange gerenuk, the cute dik dik and the greater kudu. The flagship animal is probably the scimitar horned oryx, that was extinct in the wild, but reintroduced due to zoo breeding programs.

10. Monkey pack
An animal pack without building objects.
This pack will satisfy the monkey lovers who have been aching for more monkeys, especially new world monkeys. The capuchin is here, along with the golden snub nosed monkey, the golden headed lion tamarin, the uakari, the proboscis monkey and the Mexican howler.

11. Cats pack
An animal pack without building objects.
This is the last animal pack and it focuses on smaller cats that have been mostly excluded from the game so far. Cat lovers will be very happy with the South American ocelot, the African serval, caracal and sand cat, and the Asian golden cat and pallas cat. These animals show some of the diversity in smaller cats.

12. Endangered pack
The last pack, and this one goes back to the old format of 4 habitat + 1 exhibit + theme.
This pack is mainly to include some animals that I either personally think are interesting or that are quite popular on the forums. This pack's flagship animal is probably the saola, a very rare and quite recently discovered animal. The white rhino is kind of tied with the black rhino in popularity, but the black is already in the Africa pack up above so the white is here. The black and white rhinos could be switched between these packs. Then there is the celebes crested macaque with its expressive face, and the amur leopard that is more popular than the African leopard if I read around these forums. I included both in my packs, because the amur leopard offers a different habitat range than the african leopard, and it looks different as well. I figured if the bengal and siberian tigers are in the game, we can also have the african and amur leopards. The red crowned roofed turtle is this pack's exhibit animal.

EDIT: I just realized I forgot the Przewalski wild horse! It could be in this last pack, and make this a 5 habitat animal pack instead of 4 habitat + 1 exhibit.
