I clicked upgrade in the launcher, nothing happened except the launcher is frozen. Have done this a few times now, waited a bit each time, tried restarting computer. Anything I can try before reinstalling?

Have not been able to read the whole thread so apologies if already clarified: Many multi DLC franchises have worked this way since time immemorial. One of the classic examples is the World of Warcraft franchise, which during many, many years has always integrated older DLC with the main game at no cost as newer DLC came to the market.

The rational for it is solid and well established. Most software depreciates with time inevitably (Elite 1984 anyone? 😋 ). In general and with a few exceptions, the price someone pays for content allows him/her to play it right away, whereas someone waiting for the content to become significantly cheaper, or free, may not be able to play it for several years. This is the same rational that applies to game prices reducing gradually over time or to more frequent and aggressive sales periods (for which I do not recall seeing many similar complaints about).

Irrelevant. It'd have been much cheaper. In that case you'd get 41 paint jobs for a few euros/pounds/dollars, cheaper than the 30 you paid years ago.

The truth is, in order to use Odyssey (planetary content), players must have Horizons. Must.

Do you think it would have been right to force everyone to buy Horizons before owning Odyssey?

Alternative option is to add Horizons to Odyssey. But which is less of a cash grab, hmm? In addition, think of the benefit to them doing this... It'll get lots of players back playing.

The world doesn't revolve around you.

You must be new to the MMO world. This happens in quite a few of them. An expansion gets released, and the base game or the previous expansion becomes free to play. See Guild Wars 2 for example. FD are just technically a bit early, as Odyssey isn't quite out yet.
