The best way to punish gankers is to not let it happen. This thread contains numerous tips about how to go about this, and none of them are in people's heads in the form of improvement ideas that would need to be implemented by FDev first - they're in the game already, right now - it doesn't require a G5 murderboat and is a lot more satisfying (and productive - not losing your cargo, exploration data, missions and/or rebuy >>>>>>> anything imposed on the ganker).
 
Exactly. However it is Elite SAFE for ganker :) I just ask to make it dangerous for him as well.
I do agree. killing players should be coming with some more serious consequences. Like notoriety but with more severe outcome: stations wont let you dock for certain amount of time, you will be regularly interdicted by spec ops, spec ops will respond almost immediately if you interdict a player ship in a system that is not anarchy. If I know that in a non anarchy system I will get immediate support from strong npc ships like the spec ops I would avoid anarchy systems.
 
The ganker pays nothing, cargo and data are lost, the price of your rebuy is issued as a reward/bounty by the insurance company on the perp’s head. You will not gain anything but the knowledge that perhaps extra bounty hunters will be out looking for the attacker. Imo it could add to the game this way, it involves everybody. Anarchy and lawless places remain what they are, a place for law of the strongest/ biggest gun, traverse at your own risk etc.

Bounties don't work. NPCs can't kill the player, and killing a player who doesn't want to die requires so much effort and for the stars to align in just the right manner that nobody bothers. It also can't be made lucrative, since that would become a way for players to gift one another money. That's why bounty claims on another player right now are limited to 2 million. And who's going to do all this work for 2 million, when you could make 50 times that amount just shooting rocks with no risk, no skill and barely any effort involved?

Only when the same draconian consequences are applied for killing clean NPCs. Otherwise, no.
