Investigation into the "Mysterious Stranger"

I suppose that my main account have all except combat elite (honestly doesn't even plan to get the latter) - however he managed to receive them up to that "special" case.
More, haven't tested that with numbers - will recalculate my data once I'll have time - but having higher ranks in explorations can even be favorable for the frequency of Tip Off missions.
One need really some good proves to make connection between high ranks and no Tip Off missions.

Update:
I have just asked other commanders - this assumption is wrong. While having triple Elite + King/Admiral they still continue to receive Tip Offs.
So there is another reason(s) - probably of the same nature as with my main account - to not receive Tip Offs anymore. And probably a good reason to contact support If you are sure that you must have some....

I think the mechanics - have to do with releasing them as you advance in rank or skill. Then they quit triggering. I saw a bluepost-DEV ask if we wanted to know why they trigger - did they ever answer @djadjok ?

It would be hard to say if I should be receiving them when I can't say for sure what triggers them

I believe that was @Dominic Corner but after I messaged him directly I have never received a response. That was June of last year....

Both negative
1) I have just got two confirmations that Tip Offs still continue to be assigned even with triple elite and top both fed and imperial navy ranks
2) No, there was no further clarification from Devs - but I personally don't need it aside one question that I've posted at that time (about localisation dependency)

One thing is known for sure - they are triggered at the moment of handing in completed missions. Many missions.
Once I'll have enough time to analyse the data from my most recent run I'll post more average "numbers" in terms of missions quantity/quality.
In my case I do know the exact moment when the triggering scheme has been broken for my commander.

I think the community deserves answers, especially after so much work. The mystery ran its course -make a new one - let this one be solved, or deemed irrelevant.

Just to precise: I could not say that I'm one "deserving" answers - and I do not see any real "mystery" in Tip Offs - on my opinion there is no more mysteries left in relation to Tip Offs.

PS: ... he-he, and I'm not sure that the answer from developers is better than one from me.
While Devs do know how it was supposed to work, I think that I have better understanding of how this works in reality=))))
