Let's play: Design a mini-pack for a country

Well let's go with... Micronesia!
Okay, that's tough. Keep in mind I don't advocate for any of these animals to be in the game, as I'm pretty sure none of them are in captivity anywhere. I'm also going with an exhibit pack, since, well, that's literally the only choice considering the current parameters of the game.

Either of the two endemic blind snakes, neither of which I can find pictures for.

And since I'm stuck for habitat animals, I'll just go with the Mariana flying fox.

Nice! I thought you'd go for some semiaquatic for habitat, like a sea turtle or something!
 
Like Madagascar, Cuba has a surprising number of good animals - my choices are:

1. West Indian manatee - Not endemic, but would be an effective pack-seller; they are charismatic, kept in a number of zoos and would add a fully-aquatic animal, something currently absent in Planet Zoo.

2. Desmarest's hutia - An endemic tree-climbing rodent, the largest native land mammal of the island and is found in a number of zoos; my local zoo used to keep them and they were fantastic animals to watch.

3. Cuban crocodile - A critically endangered crocodilian that is the most terrestrial of all the crocodiles, one of the most intelligent species of reptile and is part of a successful captive breeding and reintroduction programme.

Exhibit) Allison's anole - The evolutionary radiation of anoles in the Caribbean is one of the most fascinating stories around; this is a colourful species of anole that is essentially endemic to the island.

Sea turtles aren't really semi-aquatic. They only beach to lay their eggs, and only lay their eggs on the same beach where they were born, making it notoriously difficult to breed them in captivity and then release them to the wild. The majority of captive sea turtles are rescues. I always try to stay away from aquatic animals because I don't believe Frontier will ever include them. I was hesitant to even include the flying fox because we still can't be certain flying animals are on the cards for PZ, but it was kind of my only choice, and seems more likely than an aquatic animal.

I considered it semiaquatic in the way they can work with the current habitat gate system, which wouldn't work for, say, fish. But you raise good points!

I know SeaWorld has a bunch of rescues and you only see them rarely on land in their exhibits. How common is it for facilities to give their sea turtles land space vs treating them as purely aquatic creature? I’ve always advocated for them because I feel like they could work in the current system of PZ but if I’m missing anything please let me know

Most zoos and aquariums that try to breed them give them land to lay their eggs in, but as @NZFanatic said they only go on land when they lay eggs.

So practically they are fully aquatic, but unlike fish and marine mammals they can get into an habitat with the existing terrestrial habitat gate.

It's pretty rare. The majority of facilities that keep them have them in full aquatic tanks, but most facilities only keep them for a short recovery period before returning them to the wild. Honestly in SeaWorld's case I would say that turtles beaching for any reason other than laying eggs is an alarm bell. They don't bask in the sun, they don't require land for their welfare. There's nothing on land that they need except a nesting ground.

Papua New Guinea Animal Pack

To highlight the diverse fauna of Papua New Guinea, this pack includes three habitat animals as well as one exhibit animal, all of which meant to complement the in-game presence of the Southern Cassowary as the so far sole representant of this country.

1. Matschie's Tree Kangaroo
This marsupial is among the most well-known of its kind in the rainforests of Papua New Guinea and would complement an animal niche so far only represented by two other animals (the koala and the kangaroo). Not only would they be amazing additions to any tropical-themed rainforest exhibit, but they also represent an important conservation hurdle, as their numbers have been consistently declining over the last decades, to the extent that they are now classified as endangered.
(The Goodfellow's Tree Kangaroo would make for an equally fascinating choice; both are basically interchangeable on this spot, as long as we would finally get a tree kangaroo. Yes, I love these guys.)

2. Western Long-Beaked Echidna
While its close relative, the Short-Beaked Echidna, occurs over most of the Australian continent, the (Western) Long-Beaked Echidna calls the mountainous highlands of the Northwestern parts of New Guinea its home, preferring an alpine climate. As with the tree kangaroo, it would also be another highly requested small mammal addition to the game.

3. Crocodile Monitor (also called Salvadori's Monitor)
One might still argue that we need more reptiles in the game, and the Crocodile Monitor would be another fascinating addition on that account. At a length of two meters or longer, they are among the longest lizards known in the world and are characteristically known for preferring the mangroves and swamps in the southeastern part of the island. Additionally, they are a highly arboreal animal, which would provide both the Planet Zoo creators and the players with the challenge of creating fitting climbing animations and distinct habitats for this unusual reptile.

4. Northern White-Lipped Python (exhibit animal)
Since the selection of snakes in the original animal roster still leaves a lot of room for improvement, an obvious choice for the exhibit animal would be a python. While not the largest of its kind, this choice would still complement the snake roster as a species that is known for their aggressivity. Given the right lighting, their skin displays a rainbow-coloured scheme, which would be interesting to see in the game.

Among my favorite choices would have been the dugong or a bird-of-paradise, both of which national animals of Papua New Guinea, but unfortunately, they would not work with the currently available game mechanics. If we were to get fully aquatic animals one day, however, I would love to see a manatee in game.

idk it might have been nesting. I haven’t been there in a long time. They take in a lot of rescues and most of them aren’t releasable. They’re mostly in the water as you said.
