The difference is that there are still 3 species of bears missing in the game. The sloth bear, American black bear and the spectacled bear. They are all own species like a lion compared to a Leopard. This is different to the different Leopard which are all subspecies. In the rules it is also said that subspecies get their own place in the list when there is already another subspecies of it in the game which is the case for the brown bear as an exampleSimple request:

To be fair, koalas, pandas, giant anteaters, and red pandas all have highly specialized diets as well.But they don't seem to breed on a regular base, actually there very only very few breeding success in all history, most animals seem to be born in the wild and found brought in as rescued orphans.
On the other hand, small beaked echidnas are also rarely breed, but there seem to be a lot more reports on them.
The three-towed sloth would be an other inclusion I would consider critical, I think there's just one outside of Latin America (at the Dallas World Aquarium) and even here they are rarely found, their diet is very special, so most of the Bradypus we have in captivity are also orphans. So, eighter Hoffmann's or Linnaeu's two-toed sloth would be way better options.
