Let's forget hull maintenance for a moment.I think you are absolutely right. My base upkeep is 14,350,016. Add five jumps in the last two weeks and my accumulated upkeep should be 29,200,032, yet it shows there an additional 4,322,110 cr which I believe are indeed full fees from suspended services.

Your weekly upkeep is more or less what base costs + projected costs equals at the Thursday server tick.
Projected costs are what all your services cost at the moment and this cost is moved to accrued costs as week goes on, so accrued cost is getting higher, while projected costs are getting lower (that's assuming you're not switching services on and off, which might slightly blur the picture)
Judging by your screenshot your weekly upkeep is about 12+million (can't say exactly, because that's 2 days after weekly tick already and your accrued costs include unpaid bills from previous 2 weeks).
I don't see anything wrong there.

I really don't know cause I've never suspended a service after activating it. The ones I have suspended I think I never actually suspended them in the first place. IIRC, I simply purchased them and never activated them, so may be that's why I never noticed a change in upkeep except for the base cost, but I'm not sure. That was months ago, which might as well be decades in my faulty memory.
Can we get an update regarding the preservation of the Fleet Carrier upkeep discounts (for console CMDR's Carriers. From a previous CG rewards) planning to transfer? I'm planning to transfer my console cmdr to PC in September, and my current Carrier has the upkeep discount rewards applied. Will i be able to receive the same discounts when i repurchase a new carrier for the same CMDR on PC?
What we know so far was that you would have to sell the carrier before making the transfer as they would not be included in the transfer. Subsequently the CMs said that they are looking into a better way for the carriers, so maybe in time this will change, though no details as of yet.
What upkeep discounts are you specifically talking about? AFAIK the CG only reduced the initial cost of the carrier and modules, the upkeep cost is exactly the same.
My Carrier's upkeep is/has been 11,250,011 everyweek with Shipyard, Outfitting, UC, Rearm and Refuel with the discounts since the that CG. I don't know what all that is normally, but i bought all of those under the discount, and was told that the upkeep is supposed to be a certain percentage of whatever you paid.
I would suggest you check the list of modules installed on the FC and see what their individual weekly costs are.
Nope, the discount applied only to the carrier and the outfitting, not to the upkeep.
And upkeep is fixed and not a percentage of the initial purchase costs
