The only reason I can concieve of is that they haven't yet bothered to patch the launcher to offer more product slots.
Or maybe just no one at FDev realized why Odyssey owners might want to run Horizons 4.0.

For all we know (which is not much), it is entirely possible that the launcher can, in fact, accommodate more product slots, but the authentication servers have not been updated to offer EDH4 to Odyssey owners, because see above.

Either way, FDev so far has had a good record of behaving reasonably after having their mistakes pointed out clearly and politely by the community, so I do expect this particular issue to be solved either in the next week or in the week after that. (You do not mess with infrastructure as critical as authentication servers/clients just before a weekend, unless you have a very good reason to do so, and this is not one.)
So then it would be relatively simple to set up a minimal launcher to launch Horizons 4.0 if owning Odyssey. Or even use the task manager trick to start it up. Strange that we don't get this option by default in the launchers, but there maybe some unknown reasons for this.
I would hesitate to suggest attempting it manually because the launcher retrieves a list of "authorized products" for the current login, and for Odyssey owners Horizons 4.0 isn't included (hence why it doesn't show up as a launch option).
More importantly, the launcher appears to pass some kind of server authentication token to the executable, and that probably precludes any solution that completely bypasses the launcher. (The command line copy trick involves copying the token from an instance of the executable already started via the launcher.)
 
With existing issues with Odyssey players not being able to play with friends who don't have Odyssey already, I was really hoping this would fix that, but it feels like FDev really are trying to tank Elite right now with these weird decisions. They must have had to go extra lengths to give Horizons players H4.0 but specifically exclude anyone with Odyssey on their account, even though we can still access H3.8. This wasn't a mistake, it was a concious decision.

This makes me worried for the future of Elite that even with the small management shakeup recently that nothing has really changed with the mindset of the Management at FDev. The Azumith saga showed that ground floor staff can come up with the content, but then management's petty decisions like this overshadow it when they should be rebuilding goodwill right now.

I want to be wrong but I can't see how this was a mistake.

I don't believe any mistake was made. Odyssey players who are enjoying Odyssey and want to play with friends should encourage their friends to upgrade. It's really cheap right now, and the fact that they can run 4.0 means Odyssey will run on their hardware (it's the same thing for goodness sake).

It makes no sense to allow Odyssey players access to Horizons 4, since they already have it! It would be a very poor business decision to give Odyssey players the means to backtrack and instance with players who got this code base for free, because this would discourage any upgrades.

Grabbed the Mamba and took a jaunt through a HazRes - from the looks of it, a rocky ring. Looking still good - nice graphic effects from the Cytos, but I need to get used to the percentage display for the shields. Got some reprojection artefacts on the left HUD when I tried to select my carrier (still doesn't work when you have filtered out carriers...), and flickering shadow edges on my ship when leaving the ring (IIRC already reported a long time ago).

I think I'll stick to H4.0.

Edit: sounds like you should be looking at the Odyssey sale. :)

No going to lengths needed, it is likely just a line or two not added to a configuration file. As for what reason FDev had to do (or rather, not do) that, it is anyone’s guess.

It is also a poor business decision to do stuff that is bound to generate bad reviews, as several people in this thread pointed out.

That's because Horizons 4.0 and Odyssey are exactly the same client software.

yea, that was my point - it's a key/authorization thing, something easy to implement, which they already implemented in Horizons / Base Game combination like 6-7 years ago

And i really dont think it's a Launcher issue here...
