Anyone know the mechanics of crime and punishment? If you're caught stealing items from a base and run away (no shooting) you get a galaxy-wide fine which needs interstellar factors to clear (also had cloned identity at the time). Why is it galaxy wide? Why isn't it restricted to the local faction?
