Not ever, if Wings is anything to go by.
What would NPC crew even do? We already have an SLF pilot. Do you really need a gunner on self aiming turrets?
Simple request: Shared discoveries if you are exploring with a friend.
So it shows up like this "Discovered by Salad and [Salad's Friend name]"
So if i join a friend as his co-pilot i am "magically" teleported to his ship anywhere in the galaxy? You are kidding right? This better not be the case. If this technology exists, why cant i teleport to Jacques as a ship owner? Even if i get placed in a sidewinder. This seems half- and borderline stupid.

I think many (most?) of the people asking for NPC multicrew simply want bodies on seats - even if it meant no 'buff' whatsoever to the ship stats.
It seems odd to have 2 and 3 seat cockpits when 1 person can run the ship perfectly without any assistance. You'd really have to wonder why anyone would ever build a Farragut class battle-cruiser with 7,000 crew when a 1-person small ship can rout it..
Kinda unimpressed.
Combat oriented.
Nothing for merchants.
Nothing for exploration (helm switching is lazzy, come on)
And let's come backt to combat.
First of all. Ships are thought to be operated by one player. Having a second operate the weapons makes things boring for both. (Flying a large ship yay >.> )
Secondly. Being a passenger on agile ships while operating turrets makes people sick. Check out SWBF2 for more clues.
Thirdly. Turreted weapons already have high accuracy. Why put them in the hands of a player? Machines do it better.
4th on the list. Long term incentives? Players are gonna get bored of the gunner feature rather fast.
The idea that some friends, in similar ships, could be patrolling around in three separate systems, and no matter the distance, instantly transport to each others ships when attacked, or on finding find a cz or something interesting, makes wings kind of pointless, especially with the added benefit of multiples of reward and cheaper rebuy costs. Why would we bother using a wing?
Not to mention this can really enhance the griefing potential as all a full wing can be hunting targets separately then insta-port to the ship of the person that finds a target which gives the ship even more power by proxy so they can waste noobs more efficiently!! LOL
Myself, I fully expect to have NPC avatars in the seats when I load up 2.3. Even if they have no function.
The tech and assets will be all ready in the game, there is zero reasons for them not to implement it, the backlash would be too great. They have even said they have made a camera system to support multiple crew members on the bridge.
Looks interesting. One quip: Could gimballed weaponry also be the gunner's job? For example, there are no options for a huge turret, so my gunner would be unavailable to run the main mount.
Exactly - the models and animations are already going to be there. It'd be 'nice' (but not essential) if the NPC crew could respond to certain control presses (or Voice Attack commands) - if you hit the deploy weapons control the gunner would respond "Deploying weapons" and start hammering buttons. It could get annoying mind you, and I wouldn't want it to prevent any NPC crew.
