I think smaller communal fish, mollusks and crustaceans would work as a type of exhibit. Exhibit types could be reef tanks, schooling open ocean fish, fish found in ponds, rice patties and mangroves, caves, and tide pools. Although corals, and aquactic plants should be included as scenery pieces as well.

@yoav_r out of curiosity, would you class the puffin as an aviary bird? I've never seen them kept outside of an aviary myself. Just asking because they're on the list and due to their diving nature they can't have clipped wings. A lot of people equate them with penguins but they're really nothing like them.

Anyway, I'm not sure I can name 25 aquatic species I'd want.

Considering the controversial stance on keeping cetaceans in captivity, I would promote something akin to a rescue program as a compromise. For instance, every now and again, you'd get a notification that, say, a beluga got tangled in a fishing net and you'd have the option of nursing it back to health and into adulthood. Once full recovered, you'd then have to let it go or face crowds of protestors. If the animal is a baby and an orphan however, you would then have the option to permanently keep and potentially breed it.
