Pending states ... Do they become active in the order they are listed in pending?
No, I don't think so. A conflict will become active before a boom, and a boom will become active before an expansion.
Though I'm not sure about the countdown - I guess a pending boom will become active when the countdown hits zero even if a conflict is pending that hasn't been pending for it's countdown length yet. Maybe someone can confirm or correct me?
Well my election that was behind expansion in the pending list has just become active and removed the Boom I was in. So Expansion countdown has now started too.
So they don't necessarily run in the order listed, looks like it depends purely on the seniority of the states.
An election is technically classed as a conflict state. Any conflict state removes any other state and takes priority over any other state in the pending queue too.
Do FD let player groups and player minor factions know where their faction is or has expanded to or do we have to search and guess? It's sees odd that players dont even know every where their faction is present.

the first step i would think would be to avoid trading and trade based missions.We have a BOOM state in our base, we are close to expansion, question is, how to clear the BOOM state without dropping down our influence level?

as for CLEARING a boom state without losing influence I'm unsure. There's probably missions types that incur expenses for the faction and would lower a boom state but other than that I don't think there's much you can do without actively hurting your faction :I

You can normally search surrounding systems from the galaxy map and go to the system map from there. You will see the factions present for the system you open in one of the tabs (can't remember which one). I use eddb.io stations search to do a radius search around the system from where expansion has occurred to get a list of the systems to search.
The only time this method hasn't worked is when an expansion to an unpopulated system has happened (this might be a bug in ED, but its happened). In that case you will have to jump into your favourite exploration ship and visit each unpopulated system close by.
The OP wants to expand and is in a boom state and wants to end it asap without lowering expansion so it seems the only alternative is massive deliveries of expensive goods and hope that's faster than the timer.
they even set back the value of economic states. "When a state triggers, all other economic state pools are reset to 0 apart from Outbreak and Famine which are halved, unless it is Famine or outbreak when they are all reduced to 0." - so, it is a good question whether election/war/civil war do set back the countdown-timer of economic states (of expansion for exampel). I assume they do.
