I can confirm this. I also thought I told Jane during the Ilmenses war that 10% was already sufficent as observed. But 5% is enough.

3 days minimum has always been the case since I've been playing, no matter what % required. Just that Jane inferred it can be quicker than that with 15%, but I'm unaware of this if that is the case.
15% used to required difference for War though, before 2.1 hit.
 
True, but the Ilmenses war and the redone observations were all past 2.1. A lot of old knowledge is useless.

It is the main reason those who are willing to continously test things got the BGS advantage.

And no. I fought wars with 30% lead. Those don't "win" before 3 days and don't end before 4.

Has anyone had a war suddenly restart? I had this happen today, the two factions went from War to pending War, with no news reports.

I find myself in a situation now where the faction I don't want to fight for but must refuses to offer any "massacre" missions. Been going through the system now (orbital bases anyway) several times and nothing. I am currently trying to log in under different game types in hopes that some orbital base somewhere offers a mission. How do I kick-start a War that should be ongoing but seems to have fizzled out.

I'm even doing some non-combat missions just to try to jar this thing loose... :(

Just because they are in War doesn't guarantee 'massacre' missions. I assume you want to do those instead of the CZ stuff.
When you say shake it loose, are there also no CZ's?
If no CZ's, have you checked within 1000Ls of every body in the system as you have to be within 1000Ls for them to appear on the Nav panel?

FD fixed that in 2.2 they said. It happens when a faction in the system of the warmongers retreats. Or the pending factions themselves have a retreat ongoing before the war goes hot.
 
Guys, are you sure the threshold for domination war is 60%? My faction reached 63.5% last tick but there's no war pending, and there aren't any other conflicts in other systems reported in the news feed.

I believe the there is no cooldown on war, so if the influence levels are close together the 2 factions will have a small ceaasfire and the it all kicks off again. Remind you of anywhere?

I had to go and help the faction we want to fight in a particular system in another system, where they had a war going - so the war there ended (small few hundred population, no-one goes there!).


As a quickie for those suggesting go and honk small systems nearby to see if your enemy has a conflict there. I found the local news in a system where they are present the best way, went back a few weeks and found and entry for the start of the war, giving me the system name and other faction. This was a lot quicker than going and looking. Might work for someone else.

Actually, I'm wanting those "massacre" missions to do in the CZs. Unfortunately, just destroying enemy ships without a mission doesn't seem to provide any benefit to the war effort (tried that). And since non-combat missions (even the ones that say they are worth something) are worthless toward advancing a war effort, that leaves only "massacre" missions to advance the state of a war. So, hopping between different game modes seems the only option (although I'm not sure if doing some non-combat missions helped or not). I'd be delighted to hear otherwise though.

Something worked, but I am not quite sure what. I now have seen two "massacre" missions, both of which (to my surprise actually) I completed. Not sure what that's worth %P-wise, but it's something and I'll take it. :)

So you don't know about Combat Bonds...

Enter the CZ, then on your keyboard, press 4 to reach the right menue, go to the last rider on the right and pick the [Choose Faction] panel. Choose your faction.

This option is only available in a CZ.

Might be in a war in another system that started a while ago, conflict can last several weeks if no one is backing a side

War / Civil War has a 1 day cool down in 2.1. Once they've had their day off and assuming no new states block a subsequent war a conflict will repeat like that.

99 times out of 100 you have a blocking conflict somewhere that you don't know about. You'll need to check systems out to 20ly radius to find it
 
It could be further out than 20 LY if the expanded system expands again ;)

Potentially yes, also through Investment or the fact that expansions beyond 20ly have been seen by multiple people on this thread before 2.1, but in general if you can't get a conflict to start you will usually find a blocking conflict before you get anywhere near that far out.
 
And remember, its not just your faction you need to be checking for. the faction you want to start the conflict with is most likely the culprit in conflict elsewhere causing the 'no war' pending problem.

Great. The feature is realistic, but now we also have a fair warning. So BGS will be even MORE planning. Good for us strategists. And for that we need data.
