There is this list that says expansion active min time is 3 days and max 5, so is that then anymore true ?

I thought that if a fraction went pending expansion and then into war/civil war or election in another system (same fraction) the pending expansion was stopped and if the influence fell below the 75% threshold you would have to build it up again to go pending, again. Once the war/civil war, election had completed. But I maybe wrong, I'm still trying to get my head round this.....
I was responding to the specific query on influence level, but you are correct. There are circumstances where expansion can be stopped. I would have to confirm exactly with one of our expansion experts but I believe that conflict (including election) trumps expansion, except in certain limited circumstances where expansion goes active at the same time as the conflict (When the conflict and expansion are due to go active on the same day??)

are passenger missions are treated as trade missions? So it get bonus influence when the faction is on Boom
Also, on a 15k population system, I could only push around 7% of my faction influence. No other cmdr here plays BGS, only occassional bounty hunter on the rez around here. Is this the normal rate? I heard somewhere about the cap on how big you can push in a day, and the cap increases as the bigger the people who participate in the pushing.
Once in game however, all bets are off and PMF's can expand into each other territory.
I'm curious if anyone here has had a war last for more than 4 days since 2.2 came out? In our system, we've just had a second war between two factions who stayed within 2% of each other and it ended on the fourth day without anything changing hands. I've also been keeping an eye on wars and civil wars in neighbouring systems and they all appear to end on the fourth day regardless of the gap between the factions.
I can't help but wonder if FD have set 4 days as the duration of all wars/civil wars since 2.2 has come out.
2.2 patch notes are dated 25th Oct, I saw a War start on 8th Nov and last for 20 days ending in a stalemate with 2.5% difference. I currently consider 21 days the max length of war/civil war.
