A possible way to inspire people to play in Open

Being, in Elite Dangerous, a Mobius only PvE player with a "No Open that's all" philosophy. I can tell you the only thing that would bring my kind in Open : no undesired/chosen player interaction : no damage, no heal, no physics (ramming) in ships or on foot. In short full coop PvE or nothing.

It's been stated that the engine doesn't know if a ship is a NPC or a player. So everything you might modify for players will also be effective for NPCs. This feature invalidates the only thing that could bring me or players sharing the same opinion from coming to Open. "The End"
 
As stated elsewhere gankers prefer to operate in anarchies so they don't incur bounties. It's therefore in the non-gankers interests to overthrow anarchies, and indeed we see the number of anarchies declining across the Bubble.

I'll tell you a secret: gankers don't give a toss.
The only place in the Bubble that they (and other PvPers) actually prefer to keep anarchy is San Tu, so that they can shoot at one another in organized PvP without being disturbed by pesky NPC's and the consequences of the detention center mechanics.

As stated elsewhere gankers prefer to operate in anarchies so they don't incur bounties. It's therefore in the non-gankers interests to overthrow anarchies, and indeed we see the number of anarchies declining across the Bubble.
The issues with Anarchies since the Odyssey drop has nothing to do with some concerted effort by "non-gankers". It is simply the result of poorly designed game mechanics.

It's a thought that hadn't occurred to me before, but you're saying if I get over there and start running inf missions for Deciat Corporation, the gankers won't mind at all?
 
Getting ganked in open is one of my favourite ED experiences and for me really helps overcome one of the inherent flaws in the game, which is that for all the amazing scenery, the galaxy can feel lifeless and sterile and completely unresponsive to my agency or existence in game.

First time I was able to force a ganker to back off and seek easier prey was a way of reliving the excitement I felt during my first 20 hours of the game.

Do you enjoy getting ganked every time you undock too? Like 30 times a day? I don't think anyone has an issue with being ganked occasionally, it's the over-the-top frequency that is the problem.

The "over-the-top frequency" being somewhat anecdotal. Mythical, even. Even more so than Prester John and Raxxla. Unless I've missed the documentation regarding these common occurrences of CMDRs being ganked 30 times a day on a regular basis.

So, if you jump into Shinrarta Dezhra in a type-6 and head to dock at Jameson Memorial, what do you think your chances of someone not attempting to gank you are?

I also love your "on a regular basis" caveat, which allows for this to happen, but somehow it's ok, if it's not too often...

That reminds me a story of an old lady complaining to her husband:
"This is outrageous, the neighbours keep sunbathing naked on their balcony, do something about it!"
Her husband looks out of the window:
"I cannot see anything, their balcony is not even visible."
"Not from here, but if you take a chair to the bathroom, step onto it and look out of that small window below the ceiling, you'll see that there they are!"

Last I was in Shin, and I used to go there quite frequently, it was pretty much a ghost town.

But, and this is a big but, if for some unfathomable reason I decided to go to Shin in a Type 6, I can assure you that I wouldn't get ganked 30 times.

Throughout this thread you've displayed little interests in other players outside of how they can help fulfill your own game play, so you'll forgive me if I don't really care what you're reminded of.

It isn't 'concerted' it's a general impetus. Whilst an individual action may not be affected by the conditions the general effect is for gankers to limit their actions where they will pick up additional costs which builds up over time. Is this too subtle for you?

I can assure you it's not.

I mean, think about it: Once those dread gankers have no "home", then where do you think they'll go? Everywhere else? That's right. And Fleet carriers don't give a fig about your status with the law if you're the owner of it or friends with somebody else who owns one.

We already covered the "cost" of doing business in non-anarchies: It's irrelevant.
