To be fair, what can the devs really do to prevent frustration? They want something to be rare for some reason - I am not to judge if the reason is legit or not, it is their prerogative to make something rare if they want to or if it suits the narrative. People want to hoard rare stuff, and the players will complain.
If something is rare, players are going to find ways to cheese and farm rare stuff, and relogging is one of the prime candidates for that. That is not unique to ED; look at NMS and how you get the "good" ships: Fly to a space port with the right economy and population, save, and relog the hell out of it until the ship you want appears. Fallout 4 players farmed legendary items by relogging, and so on. Then people will be frustrated because "they are forced to relog to get teh good stuff". Players will complain.
So they can try to nerf menu relogging to keep stuff rare. Like they did with HGEs or settlement loot. People will complain, and then find another way to cheese it. Introducing: Desktop relogging, and people will be frustrated because grinding just became more grindy. Players will complain.
Or they can completely remove respawning by relogging mechanics, and now the item or whatever is really rare, and because people cannot farm the rare stuff they want anymore, they get frustrated. Players will complain.
Or they can give up the original plans to make said item rare and make obtaining it trivial. People will call it out as easy mode, and players will complain. And the item that was supposed to be rare is trivialized.
