Wont read this huge Thread, but only comment my POV.

I play this game since Alpha, when i was a backer! it has been 4 years and it still not the game i backed back there. It seems that Fdev is addressing the missing stuff now by patching and unfinished game, calling it seasons.

So, i wouldn't expect much out of this game until it is really finished.
 
This evidence clearly shows the FDevs were not interested in dealing with Combat Loging. We can assume for any number of reasons but these facts clearly show it wasn't a high priority. What we can assume at this point is they won't or can't do anything about it. Until they can show evidence they can or will the act against Combat Loging. It may be against the rules however they lack the will or ability to enforce this rule. Until they do there will be no repercussions for those who will do it.
 
Address the reasons people 'combat-log' and the issue becomes less of one. Of course there are reasons for doing so that might not be able to be addressed, but there are plenty that can be and the devs should focus their efforts there. The benefits of this approach should be obvious, not only is this issue actually getting attention then but the game is also being made better (by at least addressing some of the reasons people feel like 'combat-logging' in the first place). Win/Win.....

Okay I give it ago:

Reason: Player too inexperienced.
Solution: Force players to play tutorials until they did it with AAA+ quality. Deny any access to Open in the meantime.

Reason: PVP Griefer/Ganker killing with impunity
Solution: People who kill with/for no reason need to be penalized. Deny any access to rewards for doing same (ie. no you don't get the cargo etc.) and make the offender pay the victim's rebuy!

Whilst I don't condone combat logging you do have certain players, mentioning no names, that just kill kill kill with absolutely no consequences for their actions. In game consequences I'm talking about. So why not consider this as well. I'm sure if people were not able to kill so easily because of enforced consequences (in game) it would reduce the amount of combat loggers that maybe just don't want to die because they are very new or inexperienced to the game, have limited money, have sunk a lot of time just building a basic ship and don't want to have to start from scratch again.

C&P is the best way to address it, but like with CombatLogging, FDev seems to ignore that as well ;)

I don't agree with that.

My feeling is the best way is to make death at the hands of another player less punishing. ie make it less harsh rather than punishing everyone to make it balanced.

No reason the game has to go round kicking people in the teeth with huge rebuy costs is there.

Zero rebuy cost if you're killed at the hands of another player would make the whole experience much more paletable, and would add gameplay options into the game.

Punishing everyone involved to make it "equal" and bad for everyone involved is not the way ahead, unless you're aim is to limit gameplay.

Yes, but according to the ToS:

"8. Termination
8.1 Without prejudice to any other rights, Frontier may terminate this EULA immediately without notice if you fail to comply with the terms and conditions of this EULA. In the event of termination, all rights granted to you under this EULA shall cease and you must destroy all copies of the Game and all of its component parts (including any Game stored on the hard disk of any device)."

The word "All" would include copies on your computers, Frontier's computers and servers, and means the end of Elite for everyone.
 
It doesn't mention consequences at all, but implies that all other players are potential targets.

How does it imply that? "Hunt other commanders" can be just as easily taken to mean "hunt wanted commanders for bounties" as "attack commanders at random".

It would be a counterargument to PvP being entirely removed from all game modes. But as long as it's possible to hunt some players in some game modes, that bit of advertising blurb remains true.
