Anyway, it's worth going back a few pages to a comment that was missed. Sole Hunter told Stigbob "It's not my fault you don't want to pay for a decent internet connection".
I think we should point out that here in the UK (and in many other countries), there are some places where people live where you simply cannot get a good internet connection. It's not a matter of not wanting to pay for the premium service, it just isn't available.
Stigbob posted several times that he lives in a location way out in the country in high winds, the only internet available is by overhead copper cable ADSL service.
I know from recent experience with my company that even in the US, in some areas it's not a matter of money how much bandwidth you can get, unless you are prepared to pay the telecom company hundreds of thousands of $ to run a new cable to your premise.
I think Sole Hunter is assuming that everyone has the option of a good connection, and if they don't, it's their own fault, or even that most people have a good connection and if they drop out they are probably not telling the truth if they say it was a bad connection.
This is not the reality.
Now I do have some sympathy with the claim that if you already know your connection is rubbish and you are going to be having dropouts several times per hour, should you really be playing in open PVP mode? Perhaps you could think about issuing a warning when you are interdicted that your connection is flaky and you are not a CL'er or somesuch.

Anyway, in the end it's up to FD - if FD decide that only people with rock solid internet can play in open, they could dial up the sensitivity of their networking code. They have not done this up to now, so we can assume that for the moment they are accepting that sometimes people will have dropouts that are not their own fault.
In other words, presumably if FD felt that having a bad internet connection is cheating, they would presumably amend their netcode to stop those people getting instanced with good connections.
