This idea that a paint job can be changed and applied 'out in the black' seems a nonsense to me. Personally, I would have preferred that it remained necessary to visit a station and have the change done while docked and using the livery system.

But you forget about all those players outside the bubble who aren't able to apply their new bought paints.
It's just a way for Frontier to get more profit out of the store.
People exploring might lose interrest in the latest goodies by the time they get back to the bubble.

Call me snarky old sod, but rather than bribe people to stay with Arx, why not actually make complex and compelling things to keep people playing to begin with? Why not actually make Powerplay the end game content for complex interactions, make Arx CQC exclusive (giving a valid reason to play it) and actually update CQC at the same time? As time goes on more and more of FD is fraying at the edges and internal consistency is just parped down a toilet.
 
I actually see it as a courtesy for the people that do play the game, but buy cosmetics like once a year. They will have some for free now.

But why not actually use Arx allocations intelligently, and in a lore friendly way to start with? CQC is supposed to be the in-game sport, why not strengthen it and make it relevant- actually use some imagination for once?
 
Why tying it up with something that gets so little attention and caters with a single type of game play - pvp?

Because it actually fits-its a fast competition giving you actual proper prizes in game rewarding skill. You then actually directly earn it rather than passively soak it up.

As an additional way of getting Arx until reaching the weekly/monthly cap? Why not?

People usually buy goodies for mains and less for alts. Now alts, if they are "actively played" will get them Arx for free

Arx is fairground points. CQC is the equivalent of shooting ducks for prizes. I fear Arx in game will simply incentivize players to either do mindless things just to get them (just like trying to run down notoriety, just in reverse) or its bribery to paper over really thin game loops that have not seen proper attention for years.

One is giving a clear choice what you get, fits lore much more than what FD have come up with (its a new currency.....er...and? Why? ) and also makes the CQC Elite badge actually mean something.

Arx can be earned by simply playing the game! We won't ask commanders to change how they play, simply being an active player and engaging with the game is all that's required.
 

So now Powerplay will have people doing double farming. Fantastic.

What exactly does 'engaging' with the game actually mean? If its just like notoriety in reverse, people can fly in one direction and get Arx why should that be a reward? It then becomes a bribe to keep you logged on rather than actually play properly. If Arx has to be in game like this, it needs to be tied to actual outcomes.
 
I'm pretty sure when they said "being an active player and engaging with the game" they meant that it will not work as weaving off notoriety
So most probably staying idle in stations/wherever it won't count
