It will do that for big files, the download speed reported by the launcher can,t be trusted. Check if the size of install folder is growing, and if it is just be patient.

About 17% and chipping away at 1.4 Megabytes per second or less, since that's my max speed anyway.
By monitoring the download, Just over 50% now, and it's 1.6Gb
And this is an upgrade, not a re-install.
Would all of you people mind awfully pausing your download so I can get some bandwidth back please ?

Not true - you can use both. The Launcher clearly shows MB/s on mine at least, not Mbps. It flickers quite badly but mine seems to show around 1.39 MB/s which is 11.12 Mbps
