You can't prove that we aren't.
It looks like things are moving in the right direction in Colonia, visible and non-visible. Technology and spreadsheets can get you only so far against an unorthodox enemy.

you anarchists simply do not understand the honour and grace of the empire! When I was slave myself, it was the empire that let my family work to pay back our depths and keep a good life. What would have happened with the feds or the so called "free worlds"? We would have starved to death! Those imperial slaves are thankful that I can sell them to a good empirial, who treats them well, so they know, they are useful!

In a practical sense, the Nebula lost something when politics changed in Carcosa. We're on page 83, and I never read anything about what they gained.
