Firstly let me say that I don't want chaff removed from the game. That being said I can't help but think that the current chaff mechanic (launch chaff = all gimbal/turrets go max jitter regardless of ship size, distance to target, launcher position, direction of travel or hull temperature) will never evolve if the primary function of chaff continues being to make fixed weaponry worth using.
Is it really that hard to make fixed weapons viable without chaff? In my mind given 2 highly skilled pilots the guy with fixed weaponry should be coming out on top without having to use chaff. The fixed weaponry should be hard hitting and opportunistic and gimbal/turret should be weak but continuous. Fixed lasers for example could have increased damage and distributor draw to balance the reduced time on target without altering the current dpm values.
This is after all just my opinion but I would really like to see chaff become as complex as the other aspects of shipbuilding. A ship that uses chaff in the way it is used in pvp should be a specific build inline with stealth or speed builds requiring an appropriate ship, outfitting and engineering.
To me it seems a shame that after all this time we still use chaff as a way to guarantee a fair fight in pvp rather than as an evasive countermeasure as it was intended.
