So what is wrong with using Engineering? The two STARTER engineers that you can unlock, both DO FSD upgrades up to G5, and then there are two more engineers that can do up to G3.
So if you do not want to engineer the FSD, I guess you are as reluctant to engineer anything else on your ship....
Why do you not care about the Guardian FSD Booster? unless trying to take the Corvette there and back, this can be unlocked in one evening. And you could double your range.
So lets go over you claims....
Lets build two ships,. with NO engineering. Fit the best shield we can, Prismatic in this case, because it is heaviest. Weapons weighs the same, so I stick with pulse laser to have the same weight, and 6 A-rated shield boosters and two point defence. Just to have some stuff in the Utility slots aswell. Then I fill EVERY left over modules with Hull Reinforcement or Module reinforcement (does not matter, they have the same mass). We A-rate everything else.
So these are the numbers we get.
Corvette: 11.74 LY (

Now, lets do one evening of of Guardian tech unlock, frameshift drive booster, and we can now add 10.4 LY to both ships.
Corvette: 22.05 LY
Cutter: 25.32 LY
And for comparison, the special bounty hunter ship, the FDL, in the same loadout, does a whopping 11.31 LY, and have to change shields if we are to stuck a class 5 FSD booster here. so we use a class 4, giving the FDL a massive 20.71 LY range. (Base FDL:

So by just doing a one evening worth of Guardian unlock, you have gained almost double the range with one class 5 module.
So do not buy your arguments, for why the Federal Corvette needs an upgraded FSD.
So what else does the Cutter have that the Corvette does not?
Class 8 thrusters
Class 7 FSD
Class 7 Life support
Class 8 optional, that can be used for a Shield
What does the Corvette have that the Cutter Lacks?
Class 8 Power distributor
One more Optional internal slot, so we can stick one more extra hull/module reinforcement here, or have the same number of internals as the corvette, but have an FSD Booster...)
1 extra huge hard point, and both huge hard points placed ABOVE hull, arguably a better placement than the Cutters placement below the hull.
All Hardpoints are placed closer along the ships axis, making better convergence with fixed weapons compared to the Cutters much wider spread of hard points.
So you have to come up with ALOT better reasons for why a war ship should have a better FSD, as this is the trade off. And if we are to go by the numbers, why not use the Anaconda? It has on paper the better DPS that the Corvette, and better jump range...
Outfit the Anaconda with the same premises, and you get a whopping, 15.63 LY range! (
