Frontier should really consider renaming the game to Elite: Zimbabwe at this stage.I think a combination of errors.
- The initial CG targets were set at 5 tiers, 17 million total deliveries each. Since the last time they'd done this sort of CG, with basically the same materials, had got 20 million total deliveries over the course of the week ... that doesn't seem an unreasonable target, but of course it's a rare CG type so they don't have that good data on variation ...
- Tier 5 payout is 1 billion for top 10, and a few hundred million for top 10%/25%. That's high - but the research CG type doesn't give you any payout except the final CG reward ... whereas a typical bounty CG you'd have at least 100 million in bounties for a top 10% finish before the CG reward was even considered. And that's if it got to Tier 5, which on the basis of the previous research CG it probably wouldn't. So, generous payouts at T5, comparable to a normal CG at T4, weaker below that.
Then it turned out to be extremely popular relative to the last CG of the same type - more plot salience, some niche but interesting modules, etc. - so it was clear that it was going to end by Saturday morning or so. So, the CG targets were - with the benefit of full hindsight - set far too low despite seeming reasonable at the time.
In the interest of not having two weeks out of three fail to make it to the weekend, they extended both CGs with some massive extra tiers - fair enough. Unfortunately, they then had the tier payments just keep scaling up on the same pattern of the earlier ones. So of course then when Hudson hit Tier 6 and that became obvious, there was a massively uncharacteristic rush of extra people into the CG, which means even the ridiculously high target is also going to be smashed...
Essentially some entirely understandable misses on the initial CG size have ended up escalating through further easy mistakes into Hudson bankrupting the Federal budget... (maybe we'll see Galnet acknowledge that while Hudson has got his way on surveillance, even some Republican representatives in Congress are murmuring about the excessive spending?)
Hopefully this convinces the people who think Frontier are carefully manipulating CG outcomes to their preferred option, that Frontier really are not able to predict player behaviour, even in aggregate, anywhere near that preciselyThey were off by a factor of more than ten on this one...

It's possible to enjoy the CG's and other bits'n''bobs in all modes provided you just stick to your own rules - i/e no logging etc.Nice to read that I am not the only one who was thinking that the cg stuff earns way too much money and ruins progression. For a game that tries really hard to be an mmo-type game I have to say you get the best enjoyment and progression if you play mostly in privat or solo and totally ignore all community stuff like cg and galnet news. Strange but if you do that it has actually a very nice progression.

Every service you add, increases the weekly upkeep. Each jump is also added to the upkeep. - Not one, but two CGs that rely heavily on re-logging?
- Payout in the 9, even 10 digits?

What the heck is going on here? ? A social experiment? Employee responsible for CG design roped into EDO release crunch? A honey pot for testing logging mechanics? Someone at FDev losing a bet? To generate salt?
