Confirmed: T3 Orbital 100% refinery economy is currently achievable with only 3 planetary hubs

As confirmed by other CMDRs, the local economic influence of the most recently constructed planetary facility appears to be realised only after a subsequent installation is built on (or around) the same planetary body. This behaviour feels bugged, but after endless weeks of hauling to build stations that produce nothing but waste, I'm calling this a success!

System Details:
- Starport: T3 Orbis (population > 100K)
- Orbiting body: HMC world (Col 359 Sector LB-M c8-15) with 6 build slots
- Surface features: No biological or geological sites
- T3 starport was established as the primary port (after FD reverted the planetary economic influence "error").
- Three Comms installations were constructed at a significant distance from the HMC world, generating 3 x T2 build points without impacting the system economy.
- After the Orbis came online, the construction of a single planetary refinery hub on the HMC world showed no impact on the T3's economy (remained Colony: 1.00) even after the weekly tick.
- Upon completion of a second refinery hub on the same HMC, the Orbis economy shifted to a 50:50 balance (Colony: 0.50; Refinery: 0.50). Importantly, tritium and various essential metals (aluminium, steel, titanium, copper) became readily available for purchase, with supplies exceeding 10K units each.
- The construction of a third refinery hub on the same HMC resulted in a full transition of the Orbis economy to 100% Refinery. After an hour or so, the local market supply of refinery goods doubled. The system economy remained listed as "Colony" until after the daily tick, when it switched to "Refinery Colony".
- A further five Comms installations were constructed far from the HMC world.
- The subsequent construction of a fourth, fifth and sixth refinery hub on the same planetary body had no impact on the T3 economy or supply, but after a further daily tick, the system economy was listed as "Refinery" only (i.e. no secondary economy) and the security status updated to "Medium Security".
