My philosophy is simple: If you're playing in Open, prepare for the worst. If you're not equipped to fight, be equipped to run.
However, I'm not going to say "don't go into open" because some people are going to find this element exciting. I stay in Open for that reason. 99% of the time I have no problems. But that 1% makes the other 99% more exciting simply because you never know when it might happen again.
If you have the money for rebuys and don't see ship destruction as more than an annoyance, I'd actually recommend starting DW2 in open for that reason. Dock at the nearest station before heading to the waypoint so if you are destroyed it's just a minor setback and you can catch up quickly. Move to a safer PG once you've travelled far enough that the setback becomes more than just an annoyance. I've joined FleetComm, but mostly because I expect it will be the better way to interact with CMDRs once we're a thousand LY or so from the first waypoint.
Side note: While I have no problem with PvP I do see this kind of griefing being more akin to a bunch of kids with high powered water guns shooting up a sand sculpture competition, then blaming it on the sculptors for making their sculptures out of sand and being so close to the water where there's infinite ammo.
