I'm sure Sarah Jane said that the changes applied to NPC ships as that was the main point of the changes. The amount of damage they can take is dependant on weapons and how much they like/dislike you. I don't do enough fighting to know for sure, but I'd suggest raising a bug report if you can hit an NPC with 1 shot and then you get a bounty
And this has changed how? Seriously can't tell if you're being sarcastic or not. Surely if you've been playing long enough to own an Anaconda, you know well that paintjobs have always been paid.
It should be retroactive.

Is it too much to ask that warnings get sent by npcs that persistent firing will result in a bounty, have it apply to npcs as well so i'm not forvever picking up wanted people who only have 400 bounty

Are you sure? I was bounty hunting at an RES in Ananke with my cobra, and got a 200Cr bounty. I can't remember but I thinking I was scanning a pirate. Might not have finished scanning, was a bit sleepy.....The 200Cr fine (not bounty unless you don't pay it for 24 hours) is not from a stupid NPC flying in front of you, but for a stupid CMDR not using his scanner to see that an NPC is about to fly in front of him.

The "friendly" fire system was overhauled with the 1.2 patch. Don't be so abusive there's no need for it, especially when I bet you aren't allied with these NPCs you're hitting, in which case it's not friendly fire you're talking about at all. Why should the NPCs have to warn you that if you keep shooting them you will get a bounty lol, crazy.

Fix the whole friendly fire issue before making it harder for wanted players to clear their name, that's common sense.
no fix for the vulture cockpit then and fix the modules on NPC ships, I like to play with my food, hitting the power plant everytime is just boring.
And here we were hoping for more content for exploration already hidden in the statistics :/
