Two of the modules are objectively better than their standard counterparts - a straight upgrade, while others are sidegrades or novelties. Making the former modules even easier to get for the powers that give them first will even further skew the balance of players, toward those powers. One of the powers in question was and is already by far the most popular power. It seems absurd, sorry, to suggest that this is improving balance, rather than making objectively better modules obtainable fairly to all pledges.

People are out there collecting exobiology data on a large scale over several weeks.

Exploring is way more dangerous than flying around friendly systems in the Bubble. You could play, for instance, the Trader playstyle forever and never even buy a beam laser. Mining's hazardous if you Do It Wrong I guess but it's not essentially dangerous like exploring is. if you are just sensible about waiting for pirates to leave you alone before you start mining, you can do that for ever without seeing a laser, too.Anyone who does exobiology already has the advantage of earning several billion. No other way of playing (trading, mining, bounty hunting) earns you more and doesn't even come close to the rewards of exobiology. The player out there pursuing exobiology in the vast universe is not exposed to the dangers that other players in the bubble are.

I am a total Power Play noob, but from what I've seen it's not so much about military domination but about getting the populace on your side. This can happen with propaganda, winning wars, money, social aspects, etc. It's am abstract concept anyway, so I don't see why getting exploration data shouldn't increase the people's confidence in any given power.That's exactly the kind of thing which could earn you merits BUT not control points in any specific fortified/exploited etc system, since it will not help that kind of an effort.

When data sold at station new to one, one instantly gets rep boost with controlling faction. Why?There is nothing powerplay-specific in the collection of explo and exobio data. Before PPV2, you went on a trip, honked, scanned, whatever.
After PPV2, you are doing the exact same thing with literally zero difference, and you will be given the same amount of credits PLUS a load of merits. Why?

Where does it say that? Everything I have seen about Power Play suggests that it's not just about military domination but about social, cultural, technological and financial domination. You get a system by convincing the population that they should follow you, not by conquering it with force. At least that's how Power Play is described and and presented in game.
