Without being too unkind, if the PC version didn't cover the cost of developing EDO, it is even less likely that a console version would!

"Bounties" are suggested by players and approved by Frontier and JustAbout? Then, individual players engage with the content on JustAbout to vote for it...and prizes are awarded by engagement after a set period, as detail on JustAbout's site:
One of the supreme advantages of the Partner Program is the natural curation of accurate content in a very complex game--this curation occurs through the natural growth required to join the Partner Program, as well as the details provided to partners. I worry the incentivization to create content through pay structure (coupled with the opportunity to grow on a new platform for Elite Dangerous) will invite content in quantity over quality. Will the (FDev, JustAbout) team be taking any steps to ensure accuracy in winning or promoted content, particularly with bounties such as
Other than ensuring accuracy of promoted/rewarded content, I'm excited to see what the community comes up with and how this may help promote the game we all love! It'll be an interesting experiment to watch for sure.

Frontier are funding the treasury for the user rewards and bounties, all of which you can see (including the available $ amounts!) on the platform. It might be a good way to promote games and entice users to create certain content for them, at the same time there's a question of 3rd parties monetising your content since you give them non-exclusive license to use it as they please.

It's a combination. We regularly launch suggest-a-bounties in which community members can suggest bounty ideas (we tend to run the majority of these). But many bounty ideas also come from our team and some will come directly from Frontier. Prizes are awarded based on community engagement and our own judgement (if we left it entirely to the community, organised block voting could undermine the system).

You raise a good point about the complexity of writing about a game like Elite. For many bounty formats (screenshots, creative bounties, cinematic videos) this isn’t so much of a concern. As for other formats, such as guide-based bounties, it’s worth saying that we pride ourselves on being rigorous with our curated content and we do focus on quality over quantity. Our team is made up of some very experienced games journalists who are used to fact checking.
We’ve been running Just About EVE Online - a game that rivals Elite in its complexity - for a year, and we’ve produced about 100 pieces of curated content (the name we give our articles). We can’t promise that mistakes won’t slip through the net on occasion, but over the course of the year, the feedback on that curated content from our community of EVE veterans has been overwhelmingly positive. One thing that we find helps is that we have a supportive community atmosphere; when players do make errors in their bounty submissions, other players tend to offer friendly corrections. I hope that puts your mind at ease a bit.
It’s also worth noting that we’re not at all trying to replace the Partner Program. Instead JA supplements it and offers extra rewards. For example, if we ran a bounty asking for salvaging tips, and a creator had previously published a video on that topic. They could enter our bounty with their old video, receive a reward, and that video would be featured in our curated content.
