No, they didn't, but they should have.Frontier did not originally define a limit on exploration data. They scolded then added a restriction. Disagree. This is not a player fault.
How? They are gated at 10 minute intervals. Commanders spending an entire week, endlessly trading rares, is not an exploit. It wasn't before 2.0, and isn't after.
Reducing their merit output would not stop people doing what is otherwise normal trading. It would just extend how long it goes on for.
Removing merits will just have players move on to the next available option. Or just leave elite. Again.
Frontier putting modules at the end of a long grind. That is the cause. Everything else is just a symptom or result.
100% correct. That is the only issue that required resolving. Everything else is a balance concern.

your solution to people being put off by the obscene grind and resporting to exploits just to get it over and done with is to make the grind worse?Options for balance that make sense to me.
- Increase level requirements (like a general increase every 5 levels or so by like 500 - 1000 per level)
- Require missions to gain level (or every 5 levels)
- merit gain greater then merits for next level is diminished. like 1 level worth is 100%, 2nd level is 98%, 3rd level is 95%, 4th level is 90%, 5th level is 80% etc. UNTIL next tick then reset.
- reset missions daily, have these give higher rewards and lower rewards from "general tasks" to be balanced with each other. While still being able to "farm" with skill. (not lobby switching)
- higher risk = higher reward. allow more smuggling style missions, hacking missions, and combat missions. (be the x ship, defend the x ship or kill the x ship.)
