I had the same problem and this thread was helpful.

The first satellite I built was an Eirene type, but then I built a Hermes type satellite, which allowed me to build tourist facilities.
I have no idea if they needed a Hermes type or two satellites.

Thanks! I've found 3 separate issues that have been raised. Looks like either wait for the fix or build a Hermes. I think I'll give it a couple of days as I'm a bit sick of hauling for the last week :D

Thank you! But beware that some numbers seem to be off. Building a Coriolis starport with 4 trusses, and I would be ready now if it had none at a mere 53k tons. But as it turns out, I needed 18+k tons of CMM Composites alone (instead of 11261), let alone the numbers of other bulk materials like Aluminium, Steel and Titanium which are about 20-25% higher than shown in my case. So the number of trusses makes a difference indeed, should possibly have known that before, can't remember what it showed ingame (think all Coriolis types looked the same, number-wise). In particular nasty with the CMM Composites, as those you can only get those from planetary refineries, and an endless stream of planet landings in a Cutter is a fun in its own category. 4 truss Coriolis should be more in the 70-80ks, I guess. Luckily, I'm beyond the CMM grind, the rest should be much quicker now, only 35k left (48%) ;)

EDIT: Im getting old and my memory fails me. Well, anyway, these are the concrete numbers (after one or two Cutter shipments IIRC) for a 4-truss Coriolis:

That's because there are Refinery HUBs. Not T1-s, T1-m or T2-l settlements.

Id like to see T3 settlements sometime. Not just a port. This update has the capability of building upon the system economy. So being able to upgrade, demolish and rebuild would be a welcome improvement when it's out of beta.
I'm testing this right now - it is the next thing that I'm building. However hubs don't provide landing pads and are not ports (from what others have been saying, and the pictures in the game UI).

The most likely outcome will be that I have a functioning Industrial outpost (also built, but only selling three things because it is missing a refinery that can process my extraction sites).
 
We may not get the own the system per se, but a player faction has inherited my high tech system. It's in expansion state atm with the player faction having 61.4% (inf?). Personally, I find that pretty cool, and helps them to further their cause.

My plan, once it's all back up and running with trailblazer, will be to create one of every settlement possible for Odyssey mats and a large station near a pristine ring. Res sites are there already, though only normal and low atm.

One stop shop with personalised station names. My own wee dot in the skies 🙃

That's useful, if depressing all the same.

So it looks like I've snookered myself - my outpost plus 2 facilities would get me the 3 tier points required for a Coriolis, but I only have 3 slots in total (of which 1 is already the outpost). Perhaps for the better in all honesty, I won't be at risk of starting to grind for the Coriolis then. Will just slap 2 facilities into those slots and that's it for me.

Speaking of Coriolis - I just docked at one that was completed by another player elsewhere, and it doesn't have any outfitting or shipyard facilities at all. Is that normal? I've seen that with some planetary ports, but never with a regular Coriolis. And that's what you get for grinding for one? Pffffffttttt.
 
Concerning the moving of star ports and not being able to select the first one's location, Fdev could implement an Arx transaction to move your star ports, similar to the renaming system.
dont give them idea..... for goodness sake what is it with people trying to encourage actual game stuff behind a paywall. cosmetics is 1 thing.... short term time limited content another......... but actual in game functionality.......... i hope FD do not do this!.

True. My thought process only was that it would prevent excessive moving of systems, which is more than just a simple move in the background. It's similar to carrier time slot mechanics, as carriers are technically stations. They could also offer first moves for free.

You seem to understand the tier system. I think I messed up. I built an Ocellus Star Port first so I would have a full service port. But when it was completed there is no outfitting option and no shipyard. I've never seen an Ocellus star port without those services. I checked the architect map and if you choose Ocellus Tier 2 or tier 3 it gives you the exact same description, "A starport. Offers safe harbour and a series of services to pilots granted docking access. How are you supposed to know the difference between the 2 tiers? "

Is it “in deployment” still? Most services don’t come online until the Thursday after the station was completed. Until then it’ll be mostly empty.
 
Can not construct Tourism site, thought the tick would fix
Have satellite built in orbit of planet where I want to place Tourism

Sorry if this question has been answered already:

When the construction materials are at 100%, can anyone hit the “completion” button or is that for the system architect only?
 
Can someone explain what these technology, development, etc. points are for? Do they have any purpose or even if everything is negative, is it useful?.
I would also like to know how the weekly tax is calculated, where the system score and happiness come from?

I'm not sure if this has been asked already (there's currently 128 pages on this thread!)
It would be incredibly useful if we could set a filter for the market to the materials required for a specific construction (as can be done for missions) rather than having to screenshot the requirements, write them down, or go into the galactic map then the system map then the construction in question and look there.
It would also be useful to be able to go directly to construction sites on planetary bodies without having to move the cursor to the planet and zoom in and rotate the planet.
This would make managing the various construction projects much easier, especially when there can be multiple such points in a system at the same time.
