Firing on wanted targets in the no fire zone only gives you a small fine, police shouldn't fire on you. There are youtube videos demonstrating this quite clearly.

Even if inside the no-fire zone, you only get additional fines each time you pull the trigger anyway. Cops still went red on you if you hit a ship regardless of whether clean or Wanted.
