These buildings are in Research Settlements which as a type can be found using the POI menu from the system map, try in High Tech systems. They often have Research or Biological in the name too if you want to use external tools. You can spend a few happy hours in the Med bay trying to get the local guards to lie still for a photoshoot on the 3 adjacent sick beds in the larger sites, who said the grind can't be fun? Or maybe that's just me.
