My proposal would be for Fleet carriers to have an exploration data secure storage utility.
The fleet carrier commander would set a percentage figure which would be a cut of the value that would normally be received by a commander on sale of exporation data to universal catorgraphics.
Data sold into storage cannot be lost on destruction of a commanders personal exploration ship.
Exploration data collected on the fleet carrier would then be sold at a profit by the carrier owner if so desired. This is based off the difference between money paid to the explorer selling the data into secure storage and the fleet carrier commander selling the data to universal cartographics at the expected exploration data price.
Exploration data collected into secure storage would be uploaded to universal cartographics once a week. Thursday during the normal weekly server tick would make sense.
The person who sold the exploration data to the fleet carrier would get any first discovered and or mapped tags subject to no one else handing in the exploration data for the same system before the weekly server tick.
Fleet carrier owners would carry the risk of loss of profit through paying out on first discovery data, when by the time the weekly server tick comes along some of the accumulated exploration data is no longer first discovered. They can mitigate this through the cut they take.
Exploration data is sent to universal cartographics via a high jump range and heavily armoured drone that contains a copy of that weeks data dump to the fleet carriers secure storage facility.
A drone cleansed of exploration data but with the credit value of said credits is then sent to the fleet carrier to update the fleet carriers financial balance and to enable future exploration data to be sent to universal cartographics.
These drones could offer future gameplay opportunities by having the extremely rare chance of finding a malfunctioned one out in the black with say 500 million credits worth of exploration data on it.
A fully functional drone would not be visible to players as they travel using the same technique as the capital ships thereby avoiding supercruise.
