There are a few suggestions that will never be introduced into the game, but I'll leave them here.
Make an auction and market for used fleet carriers:

1. If you run out of funds for servicing a fleet carrier, then it is not debited but put up for auction. This gives people the opportunity to buy a fleet carrier cheaper, but only if they are lucky enough to win the auction. This is an interesting mechanic, it will help new pilots to take the dead fleet carriers, and they will come to life. To the function of a fleet carrier, you can add a list with the history of the pilots who used it.
2. Allow pilots to auction their fleet carriers instead of decommission them off.

There may appear a moment that the fleet carrier may be with the appearance from the DLC. You can prohibit buying those pilots who have not purchased this appearance, or offer to buy the missing DLC to buy this fleet carrier. You can fix this by tidying up the appearance by changing it to standard before putting it up for auction.

I'd like to approve, but ... no. You still have to pay back owner full price, minus all unpaid charges, so ... nope you can eventually sell it, but not cheaper.
